Foothill Road Update: Phase 3 Paving Begins

Knife River has begun paving for Stage III, Phase 3 of the Foothill Road project, from Normil Terrace to Cedar Links Drive.

Traffic Impacts

• Foothill Road remains closed to through traffic at McAndrews Road and Cedar Links Drive.

• Only Normil Terrace residents can use the newly paved section of Foothill Road, accessible from McAndrews Road.

Construction of a 24-inch waterline is also ongoing in Stage 4, from Delta Water to Cedar Links Drive. This section of the water main runs along Foothill Road, south of Viewpoint Drive, and connects to Cedar Links Drive. Due to the work location, traffic is currently managed with flaggers. Expect delays of up to 20 minutes near the Cedar Links Drive and Foothill Road intersection during this time.

Foothill Road from McAndrews to Cedar Links Drive is scheduled to reopen in mid-February 2025. Work schedules are dependent on weather conditions and other factors.

When completed in late 2026, the roadway will be upgraded to:

• Two lanes in each direction
• Turn lanes
• Sidewalks
• Bike lanes
• Street lighting
