2.439 Housing and Community Development Commission
(1) The Housing and Community Development Commission shall consist of eleven voting members as follows:
One (1) member representing affordable housing developers
One (1) member representing the construction and development community
One (1) member representing healthcare or social services
One (1) member who has experienced homelessness in the past or who are currently homeless, referred to as having “lived experience”
One (1) member representing a local employer
One (1) member representing a local lending institution
One (1) member representing the Housing Authority of Jackson County
One (1) member representing a tenant organization
One (1) member representing workforce development or educational institution
Two (2) members at-large encouraging representation from throughout the whole community.
Voting members of the Commission shall be appointed by the Mayor and Council for terms of three years.
(2) The Housing and Community Development Commission shall adopt rules of procedure, as necessary, and shall by resolution establish either a regular meeting date or rules of procedure under which a meeting may be called. A quorum consists of the majority of the current membership of the Commission.
(3) The Housing and Community Development Commission shall administer the City’s General Fund Grant program, including:
(a) Administer the General Fund grant selection process; and
Oversee General Fund Grant reporting.
(4) The Housing and Community Development Commission shall advise the City Council on the appropriate implementation of the City’s Community Development Block Grant (CDBG) program, HOME Investment Partnerships (HOME) program, and related programs and statutory responsibilities including, without limitation:
(a) Administer the CDBG and HOME annual grant selection process;
(b) Implement the City’s CDBG and HOME Citizen Participation Plan;
(c) Implement the City’s Consolidated Plan, Annual Action Plan, and Analysis of Impediments to Fair Housing Choice;
(d) Oversee CDBG and HOME regulatory requirements including but not limited to subrecipient reporting, risk assessment and monitoring; and
(e) Advise City Council on grant opportunities and matters affecting housing development pertaining to the CDBG and HOME programs in the City of Medford.
(5) The Housing and Community Development Commission shall advise the City Council on matters associated with homelessness, including, without limitation, implementing the Medford Homeless System Action Plan.
(6) The Housing and Community Development Commission shall administer the City’s affordable housing program and advise the City Council on matters related to City’s housing stock and its development.
(7) The Housing and Community Development Commission shall administer the annual public solicitation and selection process (for example a Request for Proposals) for Construction Excise Tax (CET) eligible housing development proposals. Recommend selections to City Council for final approval;
(8) The Housing and Community Development Commission shall identify and make recommendations to the Council regarding housing policy for housing that meets the needs of households at all income levels;
(9) The Housing and Community Development Commission shall make recommendations to Council regarding the development of new programs and the enhancement of existing programs. Advise Council on possible opportunities;
(10) The Housing and Community Development Commission shall review current land use policies and zoning regulations and promote the adoption of policies and regulations supporting housing affordability.
