Parks & Recreation Strategic Plan

In 2024, the City of Medford updated its Parks and Recreation Strategic Plan (formerly known as the Leisure Services Plan) to shape the next 10 years of citywide park and recreation services. Adopted by City Council in December 2024, the Plan addresses systemwide needs, identifies specific improvements, and outlines goals and policies for future actions based on community priorities and needs.

Medford Parks & Recreation Foundation

The Medford Parks and Recreation Foundation, a nonprofit 501(c)(3), was established in 2005. The Foundation raises funds, fosters partnerships, and advocates in support of specific projects and activities that benefit our City parks and recreation programs.

The Foundation is funded primarily through support by individuals, groups and businesses who are committed to the preservation and expansion of youth and adult programs as well as the City park and trail system.

Special Event Permit

A Special Event consists of private events, sporting events, public events, and fairs & festivals. They are considered ‘special’ events because they are outside of the host’s normal business, program, or activity.

Special events are generally hospitality or entertainment-based, and are therefore of a social, rather than business or fundraising, nature.

Upon occasion, Medford Parks and Recreation staff or contractors may photograph participants in recreation programs and events, or people on or within Parks-managed properties. Photos may be used for illustrative and promotional purposes.

Recreation Management Software Request for Bids
March 7, 2025

Medford Parks & Recreation (Medford, Oregon) is seeking bids for recreation management software.

Background Information

Medford Parks & Recreation manages dozens of facilities, provides hundreds of community programs annually and manages a preschool.

Scope of Work

The Recreation Management Software must meet the following:

  • Robust facility reservation and program activity capabilities
  • Drop-off and pick-up program for preschool and camps. Authorized adults must be identifiable in the system with a photo with time stamped drop off and pick up instances
  • Create and sell customizable merchandise items
  • Customizable reports
  • Easy to use and visually appealing customer interface
  • Ability to accept all forms of credit, including cards, applepay, etc.
  • Ability to charge credit card fees back to the customer
  • Provide onsite implementation and training; provide online documentation and video for training employees
  • Easily navigable administrative backend
  • Cloud based with capability of adding over 50 admin user accounts

Bidder Qualifications

Bidders must be an established company that is able to provide references from other parks and recreation departments.

Evaluation Criteria

Bids will be judged based on the following criteria, with a maximum score of 100 points:

  • Price – 20 points
  • Report customization or existence or desired reports – 10 points
  • Backend Layout & Structure – 10 points
  • Customer Interface, including visual aesthetics and self-serve features - 20 points
  • Ability to charge credit card fees to the customer – 10 points
  • Implementation Plan – 10 points
  • Facility reservation process (front & backend) – 10 points
  • Program registration process (front & backend) - 10 points

 

 

Submission Requirements

Bids must be submitted by March 21, 2025

Timeline

Must be able to go fully live late December 2025/early January 2026
