Community development activities funded through our programs address the priority needs, goals, objectives and strategies identified through the City’s Five-Year Consolidated Plan for Housing and Community Development. Along with this, the Housing and Community Development Division construct other plans, reports, and analysis in order to assure that funding is being used for its intended purpose. Below is a list of documents and resources related to Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) plans and Policies:

 

FIVE-YEAR CONSOLIDATED PLAN

The Five-Year Consolidated Plan is a comprehensive planning document that identifies the City’s overall priority needs for housing and community development and outlines a five-year strategy to address those needs adopted by the Medford City Council.  The plan also provides a framework for annual decisions on the use of CDBG funds provided by HUD and serves as a guide for local agencies seeking federal, state and local financial assistance under alternative funding sources.

City staff, under the direction of the Medford Housing and Community Development Commission has completed the 2020-2024 Consolidated Plan for Housing and Community Development.

ANNUAL ACTION PLAN

The City’s Annual Action Plan outlines and establishes priorities for the upcoming program year that strive to meet the needs identified in the Consolidated Plan. The Action Plan also identifies projects and programs that have been awarded funding under the approval of City Council.

CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT (CAPER)

Each year, the City of Medford prepares what is known as the Consolidated Annual Performance Evaluation Report (CAPER) in order to provide HUD, City Council and citizens with a summary of goals, strategies and objectives met during the program year as related to the Five-Year Consolidated Plan and Annual Action Plan.

The CAPER also reports on accomplishments of other local nonprofit and private organizations as related to certain housing and community development goals of the City of Medford.

ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING

Periodically the City of Medford, under the direction and regulatory guidance of HUD’s Affirmatively Furthering Fair Housing (AFFH) Rule, conducts research, reviews and analyzes data and existing policies, and reaches out to fair housing resources in an effort to update the City’s Analysis of Impediments to Fair Housing Choice (AI).  As an entitlement jurisdiction, the City will continue to take actions that may help overcome the effects of impediments and/or barriers to fair housing choice identified in the most recent AI.

CITIZEN PARTICIPATION PLAN

The City of Medford encourages all citizens to participate in the development of the Consolidated Plan and Annual Action Plan, to participate in any substantial amendments, and to review annual performance reporting submitted to the general public, City Council and HUD.   As an entitlement jurisdiction, the City follows a HUD regulatory consolidated planning process.  Please click the link below to review the City’s most current CDBG Citizen Participation Plan.
