MPD Livability Team Reports Ongoing Decline in Illegal Encampments

The City of Medford’s commitment to improving community safety and addressing homelessness continues to yield positive results, as evidenced by the latest findings from the Medford Police Department's Livability Team.


The team’s most recent survey, conducted on September 25, 2024, recorded 11 active illegal encampments—down from 17 in March 2024, 56 in September 2023, and significantly reduced from the 186 encampments recorded in March 2023. Of the11 illegal encampments: s
ix were on city property, three on private land, and two on property managed by the Oregon Department of Transportation (ODOT).

This ongoing decline reflects the innovative work of the Livability Team and the City Council’s forward-thinking policies aimed at creating a safer, more livable Medford for all.

"The significant reduction in encampments is a direct testament to the hard work and dedication of the Medford Police Livability Team," said Mayor Randy Sparacino. "We are grateful for the support of our community, the progressive steps taken by the City Council, and the ability to implement policies that address both safety and human needs."

The Livability Team's primary objectives are to improve the overall quality of life for all residents, ensure compliance with related municipal codes, and reduce the chronic homelessness that has historically impacted areas including the Bear Creek Greenway.

In addition to addressing illegal encampments, the team focuses on building relationships with individuals experiencing homelessness and connecting them to critical resources such as housing, mental health, and addiction services.The team includes an embedded resource coordinator and works with local agencies to ensure compassionate support alongside enforcement.

The team also collaborates with local businesses and community members to address safety and livability concerns, helping to create a safer and more vibrant Medford.
