2026-2027 Annual Action Plan

NOTICE IS HEREBY GIVEN that a 30-day public comment period for the City of Medford’s draft 2026-2027 Annual Action Plan will commence on Friday, April 17, 2026, and close on Wednesday, May 20, 2026, to solicit citizen input regarding the Annual Action Plan.  The Medford City Council will hold a public hearing on Wednesday, May 20, 2026, at 6:00 p.m. for the purpose of soliciting citizen input on the Annual Action Plan.  This meeting will be held in the Council Chambers of Medford City Hall, 411 W. 8th Street. The City of Medford is an entitlement jurisdiction for Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds.  The Action Plan establishes priorities and outlines annual funding decisions for the upcoming Program Year (PY), July 1, 2026, through June 30, 2027. The City’s PY 2026/2027 annual allocation from the U.S. Department of Housing and Urban Development (HUD) is $605,492 for CDBG and $360,359.24 for HOME.

The City also received program income revenue from previous CDBG programs and has unallocated CDBG funding from prior Program Years to re-allocate through the City’s CDBG program for a total of $139,056.  The City also estimates that an additional $75,000 in program income revenue may be received during the program year to be allocated in the future.  Additional resources may also become available during the 30-day public comment period.

On October 8, 2025, City Council prioritized CDBG funding for the 2026/2027 program year, as follows: public service program funding to provide services to unhoused/homeless community members and capital improvement project/housing and community development funding to eligible housing and community development projects.

The 2026/2027 CDBG funding recommendations listed below were developed by the Medford Housing and Community Development Commission (HCDC) on March 11, 2026. Under Medford Municipal Code 2.439, HCDC serves as the advisory body to Medford City Council on the implementation of the City’s CDBG and HOME programs.

HOUSING & COMMUNITY DEVELOPMENT PROJECTS $532,626 ($393,569 in 2026 CDBG entitlement, $112,251 in prior program income & unallocated funds, and $26,805 project delivery)

1.  

Golden Rule ReEntry - $106,100 ($95,000 + $11,100 project delivery)

Funding will renovate transitional housing for formerly incarcerated women. Renovations include foundation replacement, electrical, roof repair, plumbing, paint, flooring, and windows.

 2.  

 Maslow Project - $346,800 ($340,000 + $6,800 project delivery)

Funding will be used to add a commercial kitchen that will serve homeless youth and families. The kitchen will include dry storage, food prep and service area, restrooms, cold and frozen storage, and a sanitization station.

 3.  

Rogue Retreat – $79,726 ($70,821 + $8,905 project delivery)

Funding will be used to renovate affordable housing units. Renovations include mold removal, lead testing, safety and accessibility concerns, carpet, plumbing, and ventilation work.

 


PUBLIC SERVICES – $90,823

The following nonprofit agencies will be receiving grants for public service program expenses during the 2025/26 program year:

 2.   Maslow Project $27,823
 3.   Compass House $20,000
 4.   Center for NonProfit Legal Services       $  6,495

Citizens needing translation services or other special accommodations may contact the Housing and Community Development Division at least three business days prior to the hearing to request these services. A summary of public comments will be incorporated into the final document prior to submission to HUD.
