Medford Police Officers Recognized for Connecting People to Recovery

Two Medford Police Department (MPD) Livability Team officers were recently recognized for helping people find a path toward recovery while strengthening public safety. Officer Verling and Officer Cartwright received the Law Enforcement Champion Award, recognizing their commitment to the mission of deflection and leadership with compassion, professionalism, and a belief that connection to services can change lives. 
 
Started in October of 2024, the Jackson County Deflection Program is a collaborative effort between law enforcement, behavioral health professionals, treatment providers, and community partners to provide an alternative pathway for individuals facing qualifying substance-related charges. Following contact with law enforcement, eligible participants can choose to enter the program and are connected to service providers and peer support. Participants then complete treatment and peer engagements designed to connect them with resources and support their recovery. The eligible charges for deflection are:
  • Drug Enforcement Misdemeanor (DEM)
  • Offensive Littering
  • Disorderly Conduct
  • Trespass
  • Municipal crimes of Prohibited Camping, Use of Fire or Ignition Source near High-Risk Public Areas, Criminal Mischief III, and Theft II/III. 
The program has offered deflection to 342 eligible individuals, with 311 accepting the opportunity. There are currently 42 active participants. MPD's Livability Team has played a significant role since its implementation, accomplishing 87% of deflection for the program. 
 
The team’s work reflects an approach that combines enforcement with outreach, problem-solving, and connections to services. Through their dedication, advocacy, and willingness to embrace innovative approaches to public safety, Officer Verling and Officer Cartwright have made a lasting impact on participants, strengthened partnerships, and helped advance the success of the Jackson County Deflection Program.  
 
Lt. Rebecca Pietila highlighted the importance of the program's approach: “Deflection is powerful because it reflects a simple but important truth: not every challenge should be met with only one response. Individuals need both accountability and an open door - someone to say, 'There is another path available, and we are willing to walk it with you.' That is what makes this work so meaningful.”
 
The recognition of Officer Verling and Officer Cartwright reflects the important role law enforcement can play in creating life-changing connections, and the broader commitment of the Livability Team and its community partners to building a safer, healthier Medford.
