Bills received in August are for the July billing cycle and reflect the single-family residential utility rate that took effect July 1. The monthly rate increased from $76.53 to $85.91.
The City of Medford is in the process of a $302 million upgrade project to the Regional Water Reclamation Facility. The plant, located on Kirtland Road in White City, provides wastewater treatment services to Medford, Central Point, Eagle Point, Jacksonville, Phoenix, Talent, and the White City area.
In August 2021, the Oregon Department of Environmental Quality (DEQ) issued a new permit that requires significant upgrades to the plant to stay in compliance with the federal Clean Water Act. The revised permit establishes significantly stricter limits on the phosphorus and nitrogen levels that can be discharged to the Rogue River. The existing plant is unable to meet these new standards.
Primary Improvements:
The primary improvement is the construction of a new biological nutrient removal basin that will allow the plant to meet new state-mandated requirements for removing nitrogen and phosphorus from treated water before it is returned to the Rogue River.
The project also includes improvements to support the new treatment process, including modifications to the plant's electrical system and piping throughout the facility, upgrades to the stormwater infrastructure, and the construction of new secondary treatment clarifiers.
